The stock is a modification, not a second rifle. Two Steam threads describe the same bench. Neither one is an official recipe card.

What I checked
I read “Pipe Rifle + Stock” and “How do I equip modifications for my guns?”. Both say the assembly station is where a stock is attached. I did not open the bench, so I am not printing ingredient counts from a fan transcription of a screenshot.
The only step the threads repeat
You do not equip the stock by dragging it onto the hotbar. The posts say you use the assembly station. One of them is specifically about a pipe rifle. The designer’s demo example of a crafted gun is the zip gun, but that does not establish the unlock order for the pipe rifle. The threads do not date the build beyond “the demo”.
The fan site Frostrail.org transcribes three stock types and a cost of slag, wood and cloth, plus a damage number. I cannot see the screenshot they transcribed, and Steam has not posted that table. Those numbers stay off this page.
What I will not fill in
Which quest unlocks the station, which of several stocks is “best”, and whether the stock changes recoil. No second source. The weapons page has the interview’s list of gun families if you wanted the wider set.
